Children without placement (CWOP) sleep in CPS offices because there is nowhere else for them to go. In Harris County, there are now 30-40 children in offices on any given night. This has grown from 10-15 a night two years ago. Caseworkers are always with the children. This is a CWOP crisis.
In collaboration with Fostering Family, Harris County Youth Collective (HCYC), and key DFPS and Harris County staff, Cultivating Families is recruiting faith communities and individuals that will respond to temporary needs while the state diligently works on longer-term solutions.
Cultivating Families is coordinating volunteer efforts at CWOP locations in the 77045 and 77067 zip code areas.
