Increase the Bounty

There are two long-standing issues plaguing DLL support on Windows:

Issue #4071 - Missing support to share memory objects between DLLs and executable
Issue #9816 - Export is mostly broken

50% of this bounty will be paid to the person whose pull request to solve #4071 is merged. 50% will be paid to the person whose pull request to solve #9816 is merged.
